In a dedicated effort to make healthcare and dental care more affordable for its citizens, the Singaporean government has implemented a range of subsidies. These are channelled through the Community Health Assist Scheme (CHAS), the Merdeka Generation package, and the Pioneer Generation package.
From 1 October 2025, Singaporeans can benefit from enhanced dental subsidies at CHAS-accredited clinics, helping CHAS cardholders and Merdeka and Pioneer Generation seniors access more affordable care.
The Community Health Assist Scheme (CHAS) is a government healthcare subsidy scheme in Singapore that helps lower-income individuals and families afford essential healthcare services. It offers dental subsidies to eligible Singaporeans to make dental care more accessible for those who need it most.

Under the CHAS Dental Subsidy Scheme, eligible individuals can receive subsidies for selected dental services at participating dental clinics. The subsidies cover a portion of the dental fees, reducing the financial burden for patients. This encourages regular dental visits and promotes better oral health in the community. From routine check-ups and cleaning to more complex services like fillings, extractions, and denture services, the scheme ensures that cost isn’t prohibitive for anyone seeking dental care.
To access the CHAS Dental Subsidy, individuals must present a valid CHAS card at the participating dental clinic. The subsidy amount depends on the CHAS card tier the individual qualifies for.
The government’s enhanced financing support brings these key improvements to CHAS dental subsidies:
Subsidy Extension for Orange Cardholders: Previously limited mainly to Blue cardholders, CHAS Orange cardholders will now receive subsidies for ten basic and preventive dental procedures. These include:
Higher Subsidy Caps for Restorative Treatments: Subsidy amounts have increased for seven common restorative procedures for all CHAS categories (Blue, Orange, Merdeka Generation, and Pioneer Generation), such as:
Fee Transparency and Benchmarks: Effective 1 October 2025, CHAS dental clinics will display MOH-published fee benchmarks for 18 common procedures. This helps patients better understand typical cost ranges and how subsidies apply to their treatment.
Flexi-MediSave Usage Increased: From mid-2026, eligible seniors aged 60 and above can claim up to $400 annually using Flexi-MediSave for root canal treatments and permanent crowns at CHAS clinics or public healthcare institutions.
(For full information refer to the CHAS website).
CHAS cardholders are divided into two categories with different dental subsidy rates — Blue and Orange. The individual’s tier depends on their household income and the Annual Value (AV) of their residence.
| CHAS Criteria | CHAS Orange Card | CHAS Blue Card |
|---|---|---|
| Household Monthly Income per Person | $1,201 - $2,000 | $1,200 and Below |
| Annual Value (AV) of Home | $21,001 - $25,000 | $21,000 and below |
